Letter: Why is Rep. John Curtis so confused?

Rep. John Curtis doesn’t support impeachment. Although he finds Trump’s Ukraine actions “very, very troubling,” he believes the voters should decide the question.Apparently, he doesn’t believe the impeachment language our Constitution sets forth means what it says.
