It was a rebuke to the Utah Legislature for, among other things:Its favoring the wealthy and corporations.Its failure to abide by the spirit of Propositions 1, 2 and 3.Its failure to deal with quality of life issues, especially our air pollution.Its abysmal record of dealing with education needs.Its secrecy.Our meek governor shares the blame.
