Cha Cha the chihuahua — reportedly stolen from a Cafe Rio in West Valley City early this month — was returned to her owner Tuesday.The dog’s owner stopped at the restaurant at 3567 S. 2700 West on July 11 and took Cha Cha — in an animal carrier — inside.
