Browns boot K Seibert for Parkey; Njoku to IR

The Browns have promoted kicker Cody Parkey from their practice squad and waived Austin Seibert after he missed two kicks in Cleveland's Week 1 loss. In addition, tight end David Njoku was placed on injured reserve with a knee injury.
