Washington’s most common crime shouldn’t be one, new report says

Taxpayers spend more than $40 million a year to prosecute cases of ‘third-degree driving with a suspended license,’ the Washington chapter of the ACLU found. Drivers have been charged 1.4 million times since it became a criminal offense in 1993.
