Don Keelan: Legislature fails to address population problem

The Vermont Legislature convened in January and adjourned in early May. All the legislators went back to their district homes only to come back to Montpelier for a special session on May 23. That evening, most of them went back home, only to have to gather at the state capitol building again, which they did in June.
