SALT LAKE CITY — Police arrested five people and seized more than 100 balloons filled with heroin as part of the ongoing Operation Rio Grande enforcement efforts.From Jan. 16-18, undercover officers from the Department of Public Safety's State Bureau of Investigation went around the Salt Lake Valley making drug buys, according to spokeswoman Marissa Cote.
