A tropical depression has formed southeast of the Cabo Verde islands, well offshore of the west coast of Africa.
Tropical Depression Fifteen has top sustained winds of 35 mph (55 kph), forming Monday about 320 miles (515 kilometers) southeast of the Cabo Verde islands.
