TUCSON - It's been 25 years since philanthropist and businessman Bill Clements died but what he did for this community lives on.This Saturday he will be inducted into the Arizona Rugby Hall of Fame, a program he helped build.Clements loved this city. 
He was a visionary and responsible for many of the programs we appreciate today such as Tucson Clean and Beautiful, 88-CRIME, and he also helped build the University of Arizona Rugby Team.“His legacy
