Putin blasts US, West over NATO before Serbia visit

BELGRADE, Serbia (AP) — Vladimir Putin has accused the U.S. and the West of destabilizing the Balkans with NATO expansionist policies as Serbia prepares a hero’s welcome for the Russian president.
