CINCINNATI, Ohio (NBC News/WLWT) - A Hamilton County, Ohio sheriff's officer has been charged with assault after video shows him kicking an inmate in the head last month.Prosecutor Joseph Deters said the assault involving Sheriff Sgt. Jesse Franklin and an inmate, Nick Ballachino, took place June 9 at the Hamilton County Justice Center.Deters said Ballachino was arrested by Cincinnati police for disorderly conduct while intoxicated and obstructing official business.He
