Tulsa Man Arrested, Charged With Rape By Instrumentation

Karl Steven Marshall, 32, is charged with rape by instrumentation and attempted first-degree rape, according to Tulsa County District Court records. On Aug. 14, a woman told police that Marshall committed acts against her in which she did not give permission, according to his arrest and booking report.
