new Tulsa's Most Wanted sought for 2013 murder

Police say Proctor is a suspect in the October 2013 murder of Kendall Austin, and in July Oklahoma City police surrounded a house while looking for Proctor but later determined it was empty. Proctor is described as a black male, 5 feet 8 inches tall and 160 pounds with black hair and brown eyes.
