Lawmaker drafting bill in attempt to end budget stalemate

TRENTON, N.J. (AP) — New Jersey's Democratic assembly speaker said Monday he's drafting a bill to address the state's largest health insurer as lawmakers try to break through a budget stalemate that has led to a three-day government shutdown.
