EU urges UN resolution to halt illegal arms to Libya by sea

UNITED NATIONS (AP) — The European Union's foreign policy chief is urging the U.N. Security Council to adopt a resolution allowing the EU maritime force, charged with seizing migrant-smuggling vessels
