Democrats, GOP exchange charges of blame for shutdown

WASHINGTON (AP) — Feuding Democrats and Republicans in Congress are trying to dodge blame for a paralyzing standoff over immigration and showing few signs of progress on negotiations needed to end a government shutdown.
