Decade-old shooting had officials pointing to earlier problems with Tulsa reserve deputy program

The shooting of a suspect by a reserve deputy in 2005 bears a resemblance to the recent controversy surrounding Tulsa County Sheriff Stanley Glanz and former Reserve Deputy Robert Bates, and indicates that some of the same issues existed in the Sheriff's Office a decade ago.
