Wind, rain make for miserable combination

Joe Hedrick of Toledo battles the wind and rain while walking down 21st Street near Jefferson Avenue. The gusting winds that blew through the area Monday were expected to continue today, but the rain should let up in the morning, giving way to mostly cloudy skies and gradually falling temperatures after a high in the 40s.
