William N. Herr: 1933-2017

William N. Herr, a planner by inclination, schooling, and vocation, as director of the Toledo-Lucas County Plan Commissions and TARTA’s director of planning, died Monday in Upstate University Hospital, Syracuse, N.Y. He was 83.
