A funny thing happened to Toledo City Councilman Lindsay Webb on her way to take command as Lucas County treasurer. Ms. Webb was the Lucas County Democratic Party central committee's choice to replace former treasurer and new Toledo Mayor Wade Kapszukiewicz.
