Wade's water plan

Toledo Mayor Wade Kapszukiewicz’s name was misspelled on the cover of his own administration’s proposal to create a new regional water partnership. But the plan inside — one that would ostensibly solve the problem of unfair water rates, soaring costs, and long-term capital improvement needs — is a politically viable and eminently reasonable one.
