Toledo will carry debt on Southwyck

Toledo Mayor Paula Hicks-Hudson plans to sell city-owned land where Southwyck Shopping Center once stood, but the city will continue to carry debt from buying that property for as long as three more years, costing an extra $232,000 in interest.
