Toledo water authority could replace lead lines, help low-income customers

A Toledo area regional water authority could include a plan to replace all the lead service lines and an affordability program for low-income water customers, the consultant working with communities considering forming the authority said Wednesday during a luncheon arranged by the Toledo Regional Chamber of Commerce.
