Toledo City Council prepared to pass 2018 spending plan

Toledo City Council members had relatively few questions for the Kapszukiewicz administration during a hearing on the proposed 2018 general fund budget Wednesday, likely because many have been crunching the numbers in small-group work sessions since January.
