Strickland challenges Portman to back nomination

COLUMBUS—U.S. Sen. Rob Portman today joined fellow Senate Republicans in saying there should be no vote on an election-year nomination from President Obama to replace the late U.S. Supreme Court Justice Antonin Scalia.
