Steady Toledo's fiscal ship

A few days ago, Toledo city government received yet another admonition to sort out its balance sheet. A new public tool for evaluating Ohio communities’ fiscal health found two warning signs for Toledo and other local communities: On a government-wide basis, expenses exceed revenues, and too much of the city’s revenues are obligated.
