State review board issues ruling in which both WIN Waste and Seneca County health officials claim partial victories

FOSTORIA — The Seneca County General Health District’s effort to impose tighter controls on the WIN Waste Innovations landfill, one of Ohio’s largest, received a setback from a state review board in a 49-page ruling issued Wednesday.
