State official: Confusion caused Kasich to hold off on impairment designation

BOWLING GREEN — Ohio’s director of Lake Erie programs told a state panel here Wednesday the Kasich administration avoided declaring western Lake Erie as impaired for years because it was confused how the process would actually work and was trying to avoid lawsuits that might further delay restoration.
