Road fixes spur higher debt payments later

Toledo officials last week touted roughly $4 million available for residential street repaving as having come, in part, from ”reduction in debt payments.” But some of the repaving money is available thanks to a plan to kick debt down the road and saddle future administrations with higher payments.
