Rate hikes may loom for Toledo

Toledo will have to consider water-rate increases in the future to pay for more chemicals needed to treat drinking water, the city's top utilities official told council Tuesday during its agenda review meeting. The Hicks-Hudson administration asked council to add $3 million to the $6 million that has been spent so far this year.
