Public officials should never be ‘too busy’ for the public

Recently Toledo City Council members and reporters looking for answers as to how the city of Toledo could bungle the accounting of more than $8 million have asked to speak to the man in charge of that accounting. They have been told “he’s too busy,” and that is the wrong answer.
