Pot, council primaries on Toledo ballot

Voting finishes up on Tuesday to narrow the races in four Toledo City Council district contests and to decide whether to decriminalize marijuana possession in the Toledo Municipal Code. The only question on the ballot citywide is one that would eliminate fines and jail terms for minor marijuana offenses and reduce other offenses to the lowest penalties allowed under state law.
