Phosphorus tax debated at Lake Erie algae conference

The Rotary Club of Toledo’s second annual Lake Erie algae conference caused a bit of a stir when a University of Toledo economist said the most surefire way to protect water quality is to impose a hefty tax or fee on phosphorus to ensure farmers use it more wisely.
