Officer backs removing Hartley from elections board

A hearing officer on Wednesday recommended the permanent removal of Republican James Hartley from the Lucas County Board of Elections, in part for nominating Lucas County Republican Chairman Jon Stainbrook for the almost $95,000-per-year staff director job.
