Move up water vote to August

Things are happening fast with respect to the proposed Toledo Area Water Authority. The groups outside of Toledo have acted quickly — some might say precipitously — to create an alternative regional authority that excludes the city of Toledo in case Toledo voters shoot down the proposal.
