Mild winter cuts area's snow removal costs

In a mild winter that has had relatively few freeze-thaw cycles, the man in charge of Toledo's street maintenance says his crews have patched 600 more potholes this year than they did during the same period last year. "I can put more [pothole] crews out because they're not doing snow and ice," David Welch, commissioner of the division of streets, bridges, and harbor, said Thursday.
