Mayor's strategy paid off

Mayor Paula Hicks-Hudson’s campaign for mayor, largely run by a campaign consultant provided by the Ohio Democratic Party, was successful enough in its strategy of focusing on the Democratic base to win 18 of Toledo’s 24 wards, according to newly released precinct detail.
