Mayoral candidates Kapszukiewicz, Hicks-Hudson spar in Old West End

Toledo mayoral candidates and fellow Democrats Wade Kapszukiewicz and Mayor Paula Hicks-Hudson faced off Tuesday in a candidate forum that was missed by their other major opponent, Republican Tom Waniewski.
