Mayor touts water plan, blames lawmakers for Lake Erie algae woes

Toledo Mayor Wade Kapszukiewicz is putting his full faith into newer technology being installed at the city’s Collins Park Water Treatment Plant, saying it is a “world-class” facility that can handle whatever Lake Erie throws at it.
