Mayor responds to pay-raise criticism

Mayor Paula Hicks-Hudson responded Friday to Toledo City Council President Steven Steel’s criticism over her threatened veto of proposed city council and mayoral pay raises, saying that raises given to officials in her administration were either mandated by the law or because of promotions.
