Mayor knew of cost increase

Mayor Paula Hicks-Hudson’s administration knew four months ago that the 10-year project to modernize Toledo’s Collins Park Water Treatment Plant would cost $188 million more than originally thought, but waited until this week to break the news to most city councilmen and the public.
