Lucas County treasurer makes run official

Lucas County Treasurer Wade Kapszukiewicz launched his campaign for Toledo mayor Tuesday, promising to remake municipal government with forward-thinking strategies that include merging city and county operations and ensuring access to prekindergarten education for all Toledo children.
