Lucas County countersues city over jail

Two weeks after the city of Toledo filed a lawsuit seeking to make Lucas County and other members of the Corrections Center of Northwest Ohio responsible for the cost of housing more inmates, the county commissioners fired back Wednesday with a counterclaim.
