Lucas Co. elections shake-up adds Gabriel, drops Kaczala

Independent Toledo Councilman Theresa Gabriel was appointed to the top GOP staff position on the Lucas County Board of Elections Thursday, replacing a Republican who has steered the agency since it emerged from a period of dysfunction three years ago.
