Labor: Benefit reforms hurt workers

Labor organizations and the construction trades Tuesday blasted a proposed plan to couple permanent cuts in unemployment compensation benefits with temporary tax hikes for employers to stabilize a fund that still owes $775 million to the federal government. Witnesses told members of the state House Insurance Committee that the reforms fall too heavily on the unemployed, arguing that employers have historically not sufficiently funded the system.
