Kasich says he can fill potential $1 billion budget hole

COLUMBUS — Gov. John Kasich will propose a solution to a potential $1 billion hole in the state’s next two-year budget as the federal government closes a sales tax loophole exploited by Ohio to draw down more Medicaid matching funds.
