Kapszukiewicz says he discovered source of idle city millions

The day after Mayor Paula Hicks-Hudson during a live debate said more than $8 million that sat idle in a fund for five years was restricted tax-increment financing her opponent, Wade Kapszukiewicz, announced that he had discovered the source of that money.
