Kapszukiewicz finds neighborhood organizations in decline

The neighborhood organizations that once served as sounding boards and informal communications networks have been in decline, making it harder for local government to stay in touch with local residents, said Mayor-elect Wade Kapszukiewicz Tuesday during his third transition roundtable meeting.
