'Inappropriate texts' referenced in former Lucas County prosecutor's personnel file

Long-time Lucas County Assistant Prosecutor Robert Miller resigned last month after his boss learned he had sent “inappropriate” text messages to three women in the office, a document placed in his personnel file states.
