GOP targets Strickland over pay-to-play scheme

COLUMBUS — The chairman of the Ohio Republican Party on Monday sought to pull former Gov. Ted Strickland into the controversy over an apparent pay-to-play scheme concocted between a Boston bank and the state treasurer he appointed seven years ago.
